About the Project

The Port of Everett owns and operates the largest public marina on the West Coast, offering 2,300 permanent and guest moorage slips, as well as other marine infrastructure including fueling and haulout facilities. The marina was built in phases and consists of three basins: the South Marina, Central Marina and North Marina. The Central Marina was built in the early-1960s, the South Marina in the early 1980s and the North Marina in 2007. With construction, repairs and facility upgrades spanning a nearly 50 year period, the infrastructure throughout the marina varies widely in condition.

In an effort to reinvest in its facilities, the Port has completed a master planning process to develop a phased marina recapitalization plan to renovate its facilities over the next 30 years. This multi-year recapitalization plan identifies and prioritizes upgrades through the marina to be implemented in the most efficient and a cost effective manner. 

Project Benefits

The Marina Recapitalization Plan provides the groundwork for the Port of Everett to complete necessary upgrades to its marina facilities and extend its useful life for years to come. The plan includes a new slip mix and adjustments to the overall layout of the marina to maximize space. This will allow the Port’s facilities to meet its current and future market demands at the marina and increase overall marina occupancy.

Further, reinvestment in the marina is a major component of the Port of Everett’s $330-million mixed-used development, known as Waterfront Place Central. The marina upgrades will dovetail with the development, in turn, creating a destination for Port District residents and visitors. Together, these upgrades in the Marina District will provide an environment for the marina and marina-related businesses to thrive, while supporting economic development and job creation opportunities. 

Status Report

Work Completed to Date:

  • Completion of a master planning process and development of a phased Marina Recapitalization Plan
  • Central Marina Improvements - Phase 1, which included removal of aging marine infrastructure, realignment of some of the Central docks, reconstruction of Segments A & B of the bulkhead and installation of site utilities and a public access trail. These improvements were completed as part of the Port's major environmental cleanup project at the former Everett Shipyard site
  • Completed Request for Proposals process and awarded construction contract for Central Marina Improvements - Phase 2
